About the Role

As the Senior Operations Compliance Program Manager, you will join a high-velocity team dedicated to building and maintaining a standardized compliance framework. You aren't just checking boxes; you are architecting a proactive program that mitigates risk while enabling business growth.

This is a highly strategic role that sits at the intersection of Legal, Policy, and Operations. You will serve as the subject matter expert for Japan, translating complex regulatory landscapes into actionable operational strategies. You will collaborate with APAC regional leadership and HQ-based Product and Engineering teams to ensure our solutions are both locally compliant and globally scalable.

Your Impact in Role:

Strategic Governance & Process Optimization

  1. Architect Solutions: Partner with business leads to design and implement operational compliance solutions, including the development of robust SOPs and policies aligned with both local Japanese law and international standards.
  2. Strategic Roadmap: Develop and manage the Japan Risk & Compliance Ops plan, identifying remediation actions, assigning accountability, and monitoring long-term effectiveness.
  3. Prioritization: Balance localized market needs with global business objectives to prioritize high-impact projects and optimize resource allocation.

Cross-Functional Leadership

  1. Global-Local Bridge: Act as the primary liaison between Japan Ops and global Engineering/Product teams to advocate for technical solutions that automate and scale compliance efforts.
  2. External Engagement: Build and maintain professional bridges with regulatory bodies to validate requirements, "sense-check" risk levels, and stay ahead of emerging legislative trends.
  3. Advisory: Provide tailored, high-touch training to internal teams to elevate the organization's risk awareness.

Risk Identification & Monitoring

  1. Proactive Discovery: Identify known, upcoming, and emerging risks within Uber Eats, Grocery, and Direct services, providing clear recommendations for mitigation.
  2. Data-Driven Insights: Lead the annual Risk Assessment process and leverage analytics to measure the health of the compliance program.
  3. Continuous Improvement: Establish feedback loops to monitor the effectiveness of remediation plans, ensuring that identified gaps remain closed.

What You'll Bring

  1. Bilingual Proficiency: Native-level Japanese and High-Fluency English (written and spoken). You must be comfortable translating complex regulatory concepts for global stakeholders and presenting to local leadership.
  2. Sector Expertise: 3+ years of experience in Compliance, Corporate Governance, or Legal Operations, ideally within the technology, marketplace, or high-growth logistics sector.
  3. Global Exposure: Proven track record working within international organizations, with the ability to navigate the complexities of global reporting structure.

Preferred Qualifications

  1. Strategic Vision: Strong ability to synthesize complex information into high-level strategy and actionable insights. You don’t just identify problems; you will work closely with the operations team to support and build the roadmap to solve them together.
  2. Analytical Rigor: A data-driven approach to risk management. You are comfortable interpreting data sets to identify trends, measure program effectiveness, and support risk assessments.
  3. Operational Excellence: Highly organized with a "builder" mindset. You are a self-starter who can create structure out of ambiguity and manage multiple high-priority workstreams simultaneously.
  4. Influence & Communication: Exceptional interpersonal skills with the ability to build rapport with everyone from frontline operations teams to government regulatory bodies.
  5. Resilience: The ability to thrive under pressure in a fast-paced, unstructured environment. You remain calm and focused when pivoting between reactive projects and long-term strategic goals.
