The Capture and Business Development Manager is responsible for leading the development and execution of capture strategies for approved pursuits in support of Stratolaunch’s strategic growth. This position reports directly to the Vice President of Business Development and plays a critical role in managing the full opportunity lifecycle, from qualification and shaping to capture execution and proposal submission.
The successful candidate will orchestrate all aspects of the bid strategy, including solution development, cost/price strategy, and win positioning. They will work closely with technical subject matter experts, partners, and senior leadership to align capture activities with customer needs and company goals. This role also involves active engagement with current and potential customers, as well as representation at conferences, industry days, and key customer engagements.
ESSENTIAL RESPONSIBILITIES
Lead capture strategy and execution across the business development lifecycle for priority pursuits
Drive opportunity shaping activities, including development of win themes, discriminators, and pricing strategies
Oversee the development of all proposal volumes in coordination with technical and program staff
Coordinate and manage teaming discussions and agreements with external partners and stakeholders
Participate in pipeline reviews, bid agenda development, gate reviews, and proposal milestones
Represent Stratolaunch at industry events, trade shows, and customer briefings
Conduct after-action reviews to evaluate capture effectiveness and implement lessons learned
QUALIFICATIONS
Excellent communication skills demonstrated through writing, presentations, and customer interactions
Familiarity with Federal Government online solicitation tools and platforms
Proven track record leading successful capture efforts within the DoD contracting environment
Experience in all facets of business development including: opportunity qualification, customer relationship development, competitive analysis, and proposal leadership
Knowledge of U.S. Government acquisition regulations, contract types, and procurement processes
Strong leadership skills with a team-first, outward mindset approach
PREFERRED QUALIFICATIONS
Experience in Department of Defense test and evaluation programs or targets
Formal training in Shipley or similar business development and capture methodologies
EDUCATION & EXPERIENCE
Bachelor’s degree with 10+ years of experience, or Master’s degree with 8+ years of experience (additional education or experience may be considered in lieu of degree)
Current Secret or higher-level security clearance required

This position is located in the Washington D.C. metro area, with consideration for hybrid or remote work arrangements
Travel required to Huntsville, AL., Mojave Spaceport, Dayton, OH and other domestic locations

Mojave Air & Spaceport is located 95 miles north of Los Angeles.
