1. Occupational Summary (Position Objective & Authorities)
Objective:
The Import Compliance Officer (ICO) will be responsible for providing daily import compliance support for products and data handled by Safran Seats USA to ensure compliance with government standards, regulations and internal Safran guidelines. Additionally, the ICO shall be responsible for the broker management process, maintaining U.S. Harmonized Tariff Schedule (HTS) classification of all imported items and managing the associated recordkeeping in accordance with government standards, regulations and internal Safran guidelines. Position works under supervision of the Manager, Import and Export Compliance.
2. Essential Functions (Duties and Responsibilities)
A) Ensure that all imported items are properly classified in accordance with the HTS US.
B) Own the relationship with the customs brokers including establishing key performance indicators and supervising and auditing the performance of providers of import services. Identify and implement broker metrics to ensure brokers are meeting KPI expectations.
C) Work with the Safran USA import support team to prepare responses to Customs and Border Patrol (CBP) requests and notices in a timely fashion (CBP28's, CBP29's).
D) Work in conjunction with Safran USA to ensure company-wide compliance with customs and other laws affecting international commerce.
E) Responsible for developing and maintaining process and procedures to ensure Safran Seats USA is compliant with 10+2 Importer Security Filing requirements.
F) Accountable for ensuring import operations remain in adherence with Anti-Dumping and Countervailing Duty (ADD / CVD) orders, PGA (Partner Government Agency) application, 232 and 301 tariff applications and reporting of such.
G) Develop and maintain comprehensive training programs for relevant personnel with a goal of import compliance awareness and roles and responsibilities defined.
H) Work with and provide direction to the relevant departments, teams and stakeholders as it relates to import compliance issues.
Job Requirements
I) Oversee customs operations aspects of supply chain security programs including the use of effective and efficient logistical methods.
J) Managing internal and external audits and self-assessments.
K) Provide input and recommendations for ERP system updates and improvements to ensure efficient monitoring of our Import transactions.
L) Maintain records in accordance with import regulatory recordkeeping requirements and Safran policy.
M) Conduct ongoing analysis of import activity and identify areas for cost saving opportunities and process improvements (drawback program, Chapter 98).
N) Serve as internal auditor, ensuring adherence to U.S. Customs laws and regulations, making improvements and taking corrective actions as necessary.
O) Maintain and establish Desk Level Procedures, consistent with government regulations, as well as company policies and procedures.
P) Drive continuous improvement, consistency, streamlined procedures, improved CBP controls, and demonstrated management commitment to customs compliance.
Q) Responsible for meeting key performance indicator targets established internal management.
R) Performs other duties as assigned.
3. Qualification Requirements
A) Education & Qualification-
• Bachelor's degree in business or 6 years of equivalent industry experience in import compliance leadership position(s) in lieu of degree.
B) Work Experience - Technical knowledge-
• At least six (6) years business experience including five or more years' experience in international trade and customs compliance. Proficiency with the HTS US classification process and import broker management.
C) Professional Skills-
• Proficiency with ACE portal desired relevant to import activities
• Knowledge in using US International Trade Commission HTS online reference tool CROSS Ruling(s) GRI's and other classification guidelines desired
• Demonstrated problem solving and analytical skills required
• Establishing and maintaining effective working relationships with internal and external customers, associates, departments, and other teams
• Excellent computer skills: ERP – M3, MS Office Suite
• Good writing and articulation skills
• Comfortable managing complex projects
• Time management and multitasking skills (have the ability to set priorities)
