Job Description
Objective:
Under general supervision, the Program Manager II is the primary point of contact for external customers and is responsible for the execution of complex programs from sales transition handover through delivery of the final aircraft and closure of any open items. The Program Manager II is responsible for contribution margin of the production phase. Must keep the program in scope or to properly negotiate time and budget when the scope increases or to refuse the scope increase if it is not practical.
Authorities:
The position has the power and authority to represent the company while communicating and negotiating with external customers & OEM's.
Duties & Responsibilities:
A) Lead the multidisciplinary team (IPT) in charge of the project. Fully understand the project management methodology (management of costs, deadlines, quality, etc.) and implement it as part of a program activity.
B) Responsible for implementing a product matching 100% to the one used for the cost base in the bid and to make him/her self-knowledgeable of all elements of the bid including the cost base.
C) Draws up the contract compliance form, with information on how differences will be corrected. Is familiar with the tools used to demonstrate program compliance with the contract (test reports, SAP inventory extraction, etc.). Ensures that each member of the Program Team is familiar with all contractual terms and conditions applicable to his/her function and that they are consistently implemented. For a new contract, ensures that the processes needed for contract compliance are in place (billing, payment, etc.).
D) Clarifies RFQ scope of work expected by the customer with sales team and/or customer.
E) Coordinates with estimator on pricing package assumptions.
F) Coordinates with engineering for drawing and technical proposal support.
G) Follows up proposal submission with customer and/or salesperson.
H) Kicks off new programs, establish expectations, and identify pacing items.
I) Manages the project scope, budget, timeline and risks.
J) Leads program status meetings and work bottlenecks.
K) Is a communication facilitator between Safran teams and customer teams. Understands Safran's interests and ensures they are protected, while maintaining the right level of communication. Captures and documents the customer's perception of the program team's performance with respect to expectations. Establishes a system of reporting on customer perception, relays this information within Safran and ensures it is properly understood. Where the customer is dissatisfied, initiates actions to improve the performance of program functions.
L) Organizes communication operations and meetings, sets up research groups or work groups, or task forces to solve problems in a particular area. Conveys information clearly and precisely in order to explain, make decisions or convince.
Complementary Description
M) Monitors all open action items to customer to ensure timely closure.
N) Monitors the submission of required data items required by the customer.
O) Coordinates resources between divisions for programs involving multiple locations.
P) Monitors budget status on all programs with senior management.
Q) Monitors the scope of work and initiate formal changes when necessary to obtain proper concessions on prices, weights and lead times, where appropriate.
R) Coordinates the resolution of field service issues for new products delivered.
S) Prepares reports on the completion of all Prompt actions and forwards them to the relevant people. Identifies and implements the necessary corrective actions to prevent the re-occurrence of critical issues.
T) Monitors the scope of work and initiate formal changes when necessary to obtain proper concessions on prices, weights and lead times, where appropriate.
U) Tracks, manage and report non-recurring expenses to operate within budget limits.
V) Tracks, manage and report recurring costs at standard to operate within the quotation parameters and achieve the bid contribution margins.
W) Is able to draw up and manage the BP for a program with series production. Understands the financial information and the main orders of magnitude of associated costs in the sector concerned. Is able to analyze and highlight potential efficiencies.
X) Performs other duties as assigned.
Job Requirements
A. Education & Qualification:
• Requires a Bachelor's degree in a related business management or related engineering discipline or 6 years related experience in lieu of Bachelor's level degree to meet the education requirement. OR Requires an Associate's degree in a related business management or related engineering discipline and 3 years related experience in lieu of Bachelor's level degree to meet the education requirement.
• PMP certification is preferred.
B. Work Experience - Technical knowledge:
• In addition to meeting the education requirement, requires an additional 5 years' experience in project or program environment with 2 of the 5 years being in one or a combination of the following.
o Managing programs (program manager)
o OR a project or program team environment/exposure as a key project/program team member (IPT member) with ownership of their scope, schedule, and budget.
o OR a senior level responsibility in one or a combination of the following areas: direct customer interface responsibility; P&L responsibility; contract development and negotiation; supply chain management; engineering management or operations oversight.
C. Professional Skills:
• Understand customer technical, schedule and programmatic requirements, as well as the technology and product development necessary to carry out the program to meet customer expectations.
• Must have the skills and experience to effectively inter-act with the customer.
• In-depth knowledge of program management and relationships between line functions.
• Must have excellent negotiating skills and be very comfortable in adversarial business environments.
• Requires in depth comprehension of technical customer management and engineering.
• Understand customer technical, schedule and programmatic requirements, as well as the technology and product development necessary to carry out the program to meet customer expectations.
• Must be fully accountable and properly present to manage a good estimate in order to compete for the completion of the NRC phase of the program. In particular, after the expense on the program has reached 25% to 35% of the initial quote, sufficient knowledge of the program must have been gained for the program manager to be able to display the ultimate estimate at completion with an error margin of no more than plus or minus 15%.
• Must have a very good working knowledge of the standard suite of office software products (MS Word, Excel, PowerPoint, and Project, et al.)
D. Behavioral Skills:
• Demonstrated effective leadership and timely communication skills in a fast paced environment.
• Must be well organized with solid judgement; able to multi task and adjust to changing priorities.
Specificity of the job
Must be willing and able to travel domestically and internationally for business as required max 20 % of their time.
