NorthStar Earth & Space Europe S.à r.l. is seeking a Proposal & Bid Manager to join its Business Development team in Luxembourg. This is a pivotal role in our European growth strategy, responsible for coordinating the full lifecycle of proposal and bid activities targeting European institutional and national space programs.
The successful candidate will serve as the central coordinator across internal teams and external consortium partners, ensuring that proposals are competitive, compliant, and compellingly written. While technical content is developed by our science and engineering teams, this role owns the proposal process end-to-end — from opportunity identification through to submission — and transitions into a coordination and follow-up function once a project is awarded.
Key Responsibilities
Opportunity Tracking & Pipeline Management
- Monitor European procurement portals on a daily basis (ESA STAR, EU Funding & Tenders Portal, EDA eTendering, national agency portals such as LSA, CNES, DLR, UK Space Agency, and others) to identify and flag relevant opportunities.
- Maintain and update the opportunity pipeline, providing regular reporting to the Director of Business Development.
- Perform initial bid/no-bid assessments based on alignment with NorthStar's capabilities and strategic priorities.
Opportunity Tracking & Pipeline Management

- Conduct initial bid/no-bid assessments based on company fit and priorities
Proposal & Bid Coordination
- Manage the full proposal process from start to submission
- Create and track proposal timelines to ensure deadlines are met
- Coordinate inputs from internal teams (engineering, legal, finance, etc.)
- Write and edit non-technical sections (plans, budgets, business cases)
- Review partner contributions and request improvements when needed
- Ensure proposals clearly address evaluation criteria and requirements
Consortium & Partner Management
- Support the setup and coordination of project partners across Europe
- Act as the main contact for partners during proposal development
- Align partners on roles, responsibilities, and deliverables
- Build and maintain strong relationships with external partners
Project Transition & Follow-On Coordination
- Support handover from proposal phase to project execution after award
- Help coordinate partners during early project stages
- Track initial milestones and deliverables
Strategic Support
- Contribute to market positioning and messaging
- Assist with presentations, briefings, and market research
- Stay informed on European funding programs and industry trends
Qualifications & Experience
- 3–6 years of experience in bid/proposal management, project coordination, or a related field
- Proven experience coordinating and writing multi-partner proposals for competitive calls (e.g., ESA, EU, EDA, or national agencies)
- Good understanding of at least one European procurement ecosystem
- Strong English writing skills, with the ability to produce clear and persuasive proposal content
- Experience reviewing and improving contributions from internal teams or partners
- Proficiency with standard office and collaboration tools (e.g., MS Office, SharePoint)
- Bachelor’s degree in a relevant field
- Eligibility to work in Luxembourg
Nice to Have
- Experience in the European defence or space sector and familiarity with key institutions
- Knowledge of project management methodologies (e.g., PMI, PRINCE2)
- Experience preparing proposal budgets and financial documentation
- Familiarity with EU funding rules and financial regulations
