The Opportunity
The Facility Security Officer (FSO) will supervise and direct security measures necessary for implementing applicable requirements of the NISPOM, IC regulations and related Federal requirements for classified information at our Chantilly, VA office.
Qualifications
• Active Top Secret clearance and ability to obtain SCI access.
• Bachelor's degree or equivalent business training with 5 years in the security field
• FSO certification
• Experience implementing DD254 Contract Security Classification; developing and issuing subcontractor DD254s
• Experience with government assessments under the Defense Counterintelligence and Security Administration (DCSA) and facility self-inspections
• Thorough working knowledge of the NISPOM 32 CFR Part 117 and other relevant DoD security guidance as well as the Intelligence Community Directive (ICD) standards
• Strong understanding of Physical Security requirements to include collateral Closed Areas and ICD 705 to meet contractual needs
• Experience with NBIS, NISS, DISS, SWFT, eFCL, DIAS, SIMS and eQIP Platforms
• Able to interpret company and government security policies and apply them to program operations
• Experience conducting personnel security investigations
• Builds and manages the Insider Threat Program to include Investigations and quarterly meetings with all stakeholders.
• Demonstrated experience with DoD, DoE, IC, SAP or other government agencies requirements
• Analytical ability to understand and interpret DoD and company security policies and procedures
• Substantial communication skills to advise customers of DoD and company industrial security policies and procedures
• Strong administrative and communications skills, both oral and written
• Self-starter with ability to work independently as well as in a team environment
• Resourceful in solving problems and capitalizing on opportunities
Preferred qualifications
• Knowledge of Access Control and Intrusion Detection Systems
• Previous CPSO/CSSO experience
• COMSEC Custodian certificate or experience
• Risk Management Framework (RMF) Assessment and Authorization (A&A)
• Experience developing and implementing OPSEC plans
• Experience with Open Storage Areas
Within 1 month, you’ll:
• Complete our onboarding program designed to get you up to speed on our business, vision, and team
• Gain an understanding about how your role fits into LeoLabs broader organization
• Supervise and direct security measures necessary for implementing applicable requirements of the NISPOM and related Federal requirements to classified information
• Processes clearances, customer visits, and provide support for classified meetings
• Oversees badging of employees, visitors, consultants and government representatives to ensure compliance with DRS policy
Within 3 months, you’ll:
• Maintains all security requirements for programs under their purview to ensure compliance with the NISP and relevant supplemental DoD and Intelligence Community (IC) policies and directives
• Conduct security awareness briefings and debriefings including counterintelligence, pre- and post-travel, and suspicious contact reports to site personnel.
• Coordinates, submits, and confirms employee security clearances via multiple platforms to include DISS, reviewing e-QIP/SF-86 documentation, and conducting initial security briefings
• Conducts periodic self-inspections on local processes and practices to ensure NISP compliance; accurately reports security posture to site, group and corporate leadership
• Conducts and coordinates investigations into security violations related to cleared information systems; ensures corrective actions are implemented.
• Support customer assessments, and implement security measures to meet requirements
Within 6 months, you’ll:
• Serve as the principal advisor concerning the safeguarding of classified information
• Operational oversight of compliance with the requirements of the NISP
• Develops and executes security programs associated with the protection of proprietary information in compliance with corporate policies
• Prepare implementation manuals outlining regulations, and establishes procedures for handling, storing, keeping records, and for granting personnel and visitors access to classified materials
• Develop and establish an effective security awareness, training, and education program
Within 12 months, you’ll:
• Fulfill the process and security requirements to create a fully accredited SCIF
• Define and document Risk Management Framework (RMF) Assessment and Authorization (A&A) process and identify its purpose and timeline
• Supports, communicates, reinforces, and defends the security mission, values, and culture of the organization
