Position Purpose:

The Material Program Manager (MPM) Lead will serve as the leader for all program’s supply chain activities and is the liaison between the Program Manager(s), Contracts, Program Finance, Engineering and working alongside procurement teams. The MPM Lead will also serve as a guide and mentor for the MPM team to meet company and department goals.

Pay Range: $75,000 - $140,000 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data.)

Job Responsibilities:

  • Assist in hiring, training of new team members. Lead a team of MPMs, setting departmental goals to meet company goals and overseeing their work, career path and performance.
  • Primary POC for Business Development to collect the proper material cost including material escalation over the period of the contract for accurate proposals. Also provide department headcount needed to support the program.
  • Partnering with the Program Manager, Engineering, Operations and Business Management in developing a program material budget & schedule and then execute within that plan.
  • Maintain active quotes for LLM with a focus on cost savings and schedule.
  • Primary POC for Small Business Plans, execution of contracts plan and reporting of data.
  • Alignment with Company processes, procedures and forms, government requirements and flow downs, ERP system, and process improvements.
  • Support Supplier forecast, cash flow and program milestone execution
  • Have overall ownership of the supplier management process including supplier performance, SCM metrics, Make/Buy Where strategy, strategic agreements, and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc.
  • Develop and status program Subcontract Stoplight Chart, highlighting current cost, technical and schedule performance of each program subcontract
  • Creates, manages, and executes material program strategy (MPS) and the material program plan (MPP).
  • Provides comprehensive Supply Chain support for Gates 0-11 activities and ensures IPDP compliance for the programs and tailoring when applicable.
  • Participates in program activities throughout the entire program lifecycle, from pre-proposal through contract closure. Support Program-level gate reviews and Estimates at Completion (EAC) including supply chain risk and opportunities
  • Supplier Schedule/MRP and Critical Path Analysis - identifies tasks critical to SC and updates the Integrated Master Schedule (IMS). Manages SC and other IMS tasks to ensure completion to plan.
  • Educate and inform company on department policy, procedure and process.
  • Occasional travel may be required.
  • Other responsibilities as assigned.

Required Qualifications/Education:

  • Requires a Bachelor’s and a minimum of seven (7) years prior relevant experience, or an Advance Degree in a related field and a minimum of four (4) years’ experience.
  • Requires two (2) years minimum of leadership or management experience.
  • Two (2) years+ in role managing strategic supply chain initiatives.
  • Demonstrated ability to communicate effectively both written and orally along with ability to present information and data.
  • Supply chain systems proficiency; including procurement, MRP (preferably SAP), receiving, inventory, production control, cost estimating, and finance.
  • Proficiency in the Microsoft Office Suite, Excel, Work, Power Point, PowerBI.
  • Related technical experience may be considered in lieu of education.

Desired Skills:

  • Supplier management and/or Subcontract management.
  • Demonstrated ability to display good judgement and solve problems in the absence of an obvious clear path.
  • Demonstrated commitment to high ethical standards regardless of the circumstance.
  • Demonstrated interpersonal skills that allow for successful work in a diverse environment with numerous internal and external customers.
  • Translating customer terms and conditions into supplier requirements and reviewing statements of work for completeness and conformance to program requirements.
  • Understanding of Factory and/or Production Control processes.
  • Material pricing/estimating and proposals.
  • Managing technical requirements to a schedule and budget.
  • Preparing and presenting presentations (verbal and/or written) to key stakeholders.
  • High proficiency level in MS Excel (Pivot tables, VLookups, etc.).
  • Familiarity with Proposal Gate processes.
  • Experience implementing continuous improvement, CORE, Six Sigma or Lean methodologies/principals.
  • Ability to lead or support negotiations (price, schedule and supplier exceptions to terms and conditions)

Working Conditions:

This job operates in a professional office environment, but in a manufacturing company. This role uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets and fax machines. BCT anticipates the application window closing approximately 40 days from the date the notice was posted.
