Head of Workforce Planning and Insights
Location: Hybrid role requiring commutable distance to Winchester / London

Develops and implements a strategic workforce plan and planning framework that align with the organisation’s long-term goals, ensuring the organisation has the right people, with the right skills, in the right roles, at the right time. Lead the strategic use of people data through advanced analytics, seamless data integration, and robust data governance to drive workforce insights and organisational impact.
The Role
• Lead the development and implementation of Arqiva's Strategic Workforce Planning Management, and People Data Insights, strategy that supports organisational objectives.
• Acts as trusted advisor to Exco, the Director of HR Operations and People Directors to shape workforce planning strategies aligned with Arqiva strategy, function and financial plans.
• Provides strategic challenge and direction on future capability needs, and long-term workforce investment as well as risks and opportunities.
• Oversees a framework to translate the business context and strategy into strategic and operational workforce demands
• Oversees frameworks and models to assess the workforce supply, both internally and externally, operationally, and strategically, using demographics and external workforce data models
• Creates the frameworks for gap analysis to identify operational and strategic gaps
• Designs strategic plans in order to mitigate gaps - putting in place the governance and partnering with talent acquisition, L&D, OD, Reward, to align sub-function initiatives with workforce plans and needs
• Drives workforce planning input into large-scale transformation programmes, including digital, structural and operational change.
• Sets up the data analytics and modelling to predict workforce trends and inform decision-making.
• Puts in place the frameworks to monitor internal and external labour market trends, demographics, and regulatory impacts to guide workforce strategy.
• Develops reporting tools and dashboards to track workforce metrics and planning effectiveness.
• Drives and maintains adoption of workforce planning processes and frameworks across the wider business, ensuring
• Accountable for overseeing the delivery, accuracy, integrity and security of People and Workforce data analysis and insights that support business goals.
• Drive innovation in data science and business intelligence in relation to all People and Workforce data, ensuring the use of cutting-edge technologies and methodologies.
• Lead efforts to optimise People data infrastructure and workflows, ensuring that data solutions are robust, scalable, and support business agility.
• Oversee the delivery of technical data modelling to support seasonal HR events, statutory reporting requirements and routine management insights.

• Manage self & task: role model Arqiva’s culture goals with the team, building respect and credibility; set a high-performance bar and challenge the team to deliver sustainable results, by developing the skills and capabilities of the team and focusing on outcomes.
• Manage relationships & communications: connect, collaborate & lead communication transparently, balancing face to face and virtual, with own team and teams across the business to encourage cross-functional understanding, agreement and knowledge sharing.
The Person
• Strategic analysis and planning
• Data modelling, forecasting, and scenario analysis
• Communication and stakeholder engagement
• Project management and change management capabilities
• Advanced Excel and workforce analytics tools (e.g., Power BI, Tableau, Visier)
• Familiarity with HRIS systems and workforce planning platforms
• People Analytics - Extensive knowledge of people reporting requirements.
• In-depth understanding of strategic workforce planning frameworks and methodologies
• Knowledge of labour market dynamics, organisational design, and talent management
• Awareness of employment legislation and HR compliance requirements
• Familiarity with workforce segmentation, and skills taxonomy
Knowledge & Experience
• Extensive experience in workforce planning, skills planning and management
• Substantial Experience of translating business strategy into workforce plans
• Substantial experience of workforce analytics
• Extensive experience of influencing senior leaders and driving organisational change
• Extensive experience of HR Reporting processes across the employment life cycle and annual people cycles.
Qualifications: A degree (or equivalent experience) in Human Resources, Data Science, Mathematics, Statistics, or a related field is advantageous.
Certifications in an industry recognised HR Analytics qualification, or CIPD qualification or equivalent experience is desirable.
