Summary

The Manager of Digital Business Transformation (DBT) Program Management Organization (PMO) is responsible for leading and maturing the enterprise applications program management function under the CIO organization. This role provides strategic oversight and governance for all major enterprise application and digital platform initiatives, including large-scale system implementations (e.g., ERP transformations such as Oracle Fusion), enterprise compliance programs (including CMMC), modernization efforts, and cross-functional digital transformation initiatives.

This leader is accountable for portfolio execution, program management standards, organizational change management integration, and delivery excellence across all enterprise systems and applications. The role oversees a team of senior program managers and ensures consistent governance, risk management, financial discipline, stakeholder alignment, and adoption outcomes across the CIO program portfolio.

Position Responsibilities

  • Lead and develop the Enterprise Applications Program Management function, providing strategic direction, oversight, and performance management for a team of program managers.
  • Establish portfolio-level governance, execution standards, and delivery frameworks across all CIO-sponsored enterprise system and application initiatives.
  • Oversee large-scale digital platform transformations, including enterprise ERP implementations (e.g., Oracle Fusion), system modernizations, compliance initiatives (including CMMC), and cross-functional technology programs.
  • Ensure all programs maintain integrated master schedules, financial discipline, risk management rigor, and executive-level reporting.
  • Drive portfolio prioritization, capacity planning, and resource alignment across competing enterprise initiatives.
  • Serve as the primary escalation and resolution point for cross-program risks, interdependencies, and delivery obstacles.
  • Partner closely with the CIO, executive leadership, business stakeholders, and functional leaders to align technology programs with enterprise strategy.
  • Ensure organizational change management (OCM), communications, and learning strategies are embedded within every program to support adoption and long-term value realization.
  • Standardize program management methodologies, tools, reporting structures, KPIs, and performance metrics across the portfolio.
  • Oversee compliance- and regulatory-driven initiatives to ensure alignment with enterprise governance, audit readiness, and certification requirements.
  • Establish consistent executive reporting mechanisms, steering committee governance, and portfolio health dashboards.
  • Drive continuous improvement within the program management function, including lessons learned, maturity assessments, and capability development.
  • Mentor and develop program managers, fostering leadership growth, accountability, and execution excellence.
  • Ensure enterprise initiatives deliver measurable business outcomes, operational efficiencies, risk reduction, and strategic value.
  • Manage vendor and systems integrator oversight across major enterprise programs.
  • Promote a culture of ownership, accountability, collaboration, and delivery discipline across the CIO portfolio.

Basic Qualifications (Required Skills & Experience)

  • Bachelor’s degree in Information Systems, Engineering, Business, or related field (or equivalent combination of education and experience).
  • 15+ years of experience leading complex, enterprise-scale technology programs and portfolios.
  • Minimum of 3 years of experience in a leadership role.
  • Demonstrated success overseeing major enterprise system implementations (e.g., ERP, digital platforms, enterprise-wide transformations).
  • Proven experience leading and developing teams of senior program managers.
  • Strong portfolio management experience, including prioritization, financial oversight, resource planning, and cross-program dependency management.
  • Deep knowledge of enterprise program governance, systems development lifecycle (SDLC), Agile and hybrid methodologies, and organizational change management principles.
  • Experience overseeing regulatory or compliance-driven initiatives within enterprise environments.
  • Exceptional executive communication skills with experience presenting to C-level leadership and steering committees.
  • Strong financial acumen, including budget oversight for multi-million-dollar enterprise initiatives.
  • Proficiency with enterprise program management tools and portfolio reporting platforms.
  • PMP, PgMP, or similar certifications.
  • Occasional travel as required.

The salary range for this role is:

$118,107 - $167,475
